Creator of "Officer Snook", "Sea Partners" Earns Certificate of Merit

MIAMI - The vice president of Youth Environmental Programs Inc. and assistant national coordinator of the "Officer Snook" program was presented the Coast Guard Certificate of Merit during a ceremony held at the Seventh Coast Guard District Headquarters here July 6.

Elaine Sevin received her award from Rear Adm. David W. Kunkel, commander, Seventh Coast Guard District.  The Certificate of Merit recognizes significant endeavors by private individuals and groups for displaying initiative in advancing one or more of the Coast Guard's missions or for significant efforts that result in the completion of a project, program, contract or other effort that is significantly beneficial to one or more of the Coast Guard's missions or statutory responsibilities.

Sevin earned the award for her efforts to develop a partnership with the Seventh Coast Guard District to educate children and adults about the consequences of marine environmental pollution.  This partnership was the genesis of the "Officer Snook" program which was formally adopted by the district in 1993 and throughout the Coast Guard in 1994. 

Since establishing her partnership with the Coast Guard, Sevin has conducted more than 1,500 community outreach presentations, reaching more than 450,000 people. Sevin's efforts also included the organization of beach cleanups and the training of more than 120 active-duty, reserve and auxiliary "Sea Partners."  Sevin and her "Sea Partners" have educated more than five million children and adults throughout the nation.
